Regulation for Using E-Resources

To protect the intellectual property rights of electronic resources, safeguard the legitimate rights and usage privileges of all faculty and students, and uphold the universitys reputation, all users must strictly comply with the following regulations.

  1. All users must adhere to applicable laws, university policies, and the principle of reasonable use when accessing electronic resources.

  2. Library electronic resources refer to formally published online materialsincluding databases, e-journals, e-books, and multimedia resourcesobtained through library trials, subscriptions, or authorized free access from domestic and international publishers.

  3. Reasonable use is restricted to individual learning, teaching, and research activities by authorized university users.

  4. The following actions are strictly prohibited:

    1. Excessive downloading using automated tools, specifically:

      a) Downloading multiple full-text articles from one database consecutively at speeds exceeding normal reading capacity.

      b) Downloading entire journal volumes/issues.

    2. Sharing personal network/VPN accounts with non-EIT users for library resource access.

    3. Establishing private proxy servers to access/download library electronic resources.

    4. Commercial redistribution of obtained library electronic resources.

    5. Unauthorized provision of agent services or bulk data/literature delivery to non-EIT users.

    Violations of the above policies may result in IP blocking (disrupting others' access) or legal action.

  5. Violations of reasonable use of library electronic resources will be investigated by a joint task force (Library, Office of IT and relevant departments). Penalties include:

    1. Notification to the department where the violator is affiliated.

    2. Submission of written acknowledgment and deletion of illegally downloaded content.

    3. Public censure on the library website.

    4. Suspension of violator’s borrowing privileges:- 1st offense: 1 month;- 2nd offense: 6 months;- 3rd offense: Permanent revocation.Financial losses to the university borne by violators.

    5. All legal liabilities from intellectual property disputes assumed by violators.
